Soil use and regulations

Hi there, We are TPI members from European Georgia. We are growing turf-grass since 2003 and since that time there is no regulations and taxes for soil/ground usage in our country.

the case is: when we grow grass and cut it, we sell it with soil/ground but in our country its prohibited to sell soil separately cause it needs an additional certificate/license, but when you are growing agro product and sell it with ground, for instance fruit trees with ground it doesn't need any additional certificates. we'd be glad if someone tells us about your country's regulations. Do you have taxes for ground usage? how you make transactions in accounting ledger, you sell it like one product or?

TPI has a publication available titled "FARMLAND AND URBAN SOIL CONSERVATION RESULTING FROM CULTIVATED TURFGRASS SOD" that might be helpful
